Here are some free options. For sensitive documents (that I don’t want to upload to an online PDF editor), I use PDF XChange Editor, which is free (some of the functions require a pro license but annotating/adding text to a PDF is not one of them). Write on PDF: All You Need to Know
It’s a trial and for every page, you have to add a watermark (see above for additional information). While Adobe is very upfront about this (it's advertised as the most powerful, fully functional PDF creator on the web), it still seems like a bit much. In other words, it's not a perfect tool, but it's worth a try. The trial version comes with some limitations, like being limited to 100 pages at a time and requiring a credit card to purchase (the trial version costs 9.95). There are some other issues as well, like no PDF fonts in the application or the ability to embed a PDF in an email or document. If you want to check it out on the web, you can try downloading it from the Adobe site. That'll get you 10 pages at a time, which is plenty — so long as you don’t need.
