How should I learn synonyms, antonyms, one word substitutions, and phrases and idioms, should I write down in a notebook or learn from a PDF for the SSC CGL?

Practice, practice and daily exaustive practice. Grab any English book and start learning. I'd advise SP bakshi or KD campus book written by Neetu Singh. Learn 20 new words and idioms daily. Not more than that because believe me, you will definitely get bored. There are around 1600 Vocab and 700 idioms in KD book (excluding repetition). After finishing any one of the above mentioned books, buy Kiran subject wise questions of English and learn new words from it. You will find a lot of repitition in this book. Nevertheless, you will find approximately 1200 new words in this book. In addition to that, keep reading novels if you are interested or you may also read any newspaper. I prefer novels though. Vocabulary, idioms, synonyms etc. collectively are of approximately 50–55 marks in SSC CGL. Also, Do not forget to revise. Revise everyday. Learn 20 new words and revise 100 old words. This activity will easily consume 1–2 hours daily. Make your schedule and stick to it no matter what. I'd advise you to learn approximately 4000 words and 900 idioms to do well in exam. Although, this number varies quite a lot. My friend learnt only 1500–1700 new words and did pretty good in CGL 2017, whereas my other acquaintance learnt 3500 new words and even then didn't do well in either TIER of CGL. So be smart and don't learn too difficult/uncommon words.
